Most states, at least those down here in the south, have LAWS stating that domestic dogs may be shot if caught in the process of "running livestock" much less killing livestock. Government officials aren't required to be called first. This is one of the GOOD points about chickens being considered livestock on the law books. If you don't know your state laws, you had best either keep your mouth tightly shut and/or consult a lawyer on the matter.

Well here in podunk Arkansas their idea of a "paper trail" is a little paper door-hanger with the offense circled

I don't even know that they keep a copy of it.
They actually know more by word of mouth/memory than actual "paper trails" --- when I called about my neighbor's pit bull at large I told them "at the end of the street on the right" and they said "the trailers?" and I was like "yeah" --- so apparently they already know where the problem is, but I doubt there's any paperwork to back it up. I've had police dispatched to my house, and THEY didn't make a paper trail report for me either, so why expect more out of the animal control?

I always feel bad for the dog that is allowed to do bad things, but in cases like this, I think most of us here would do the same as your friend/neighbor. I'd say let it go and say nothing. Perhaps if this happens again this stupid dog owner will get a clue. Let's hope they don't get another dog, but I think we all know most people go right out and replace theirs.

Between the potential problems from the dog's owner and the potential problems from AC (I don't know the laws out there) I'd recommend staying quiet. Besides, I'd be very much suprised if the AC haven't guessed that SOMEONE SSSed the dog. But that's just one guess; they could equally well believe the owner ditched the dog somewhere to avoid more problems. As long as no one knows for sure what happened your friend is safe.
 
I'd probably not say anything at this point.
The time to say something would have been right when it happend.
I'd hate to be a dog owner and not know what happend to my pet.
 
S #3 always works for me! It will work for you to, no sense in digging up the past. LOL

There is a reason it is called the triple S. There is a reason for the order, shoot, now with that done, shovel, the cover up, shut up, the most important. If at any time after the deed is done and you tell what has happened, you leave yourself open to a law suit or the loss of a friend. Just follow the rule and only you know for sure that this predator will give no one else a problem. Don't worry that they can't find it.
