And yes I did think about him getting a little peck or two but decided it was not worth putting the horse through. Horses do have a way of knowing just how much skin to get between their teeth before that nip though. Wouldn't set for a week if they where on their game.

Of course we lived in Kansas. If I saw something sneaking around during morning chores. I could go in and relax till almost sun down, then go out and shoot him just before he got over the horizon.
 
SpeckledHen; I agree with the statement that some people just shouldn't have animals (or kids). The only problem with mandating a fence for dogs is that the very ones that need it won't keep it in good repair, but it would be a good start, wouldn't it.

Some people want to interact with their neighbors and have them as part of their lives and some don't. I think that when most of us here that are talking about getting along with our neighbors, we mean neighbors that are like US--care about our animals, keep them on our own property (save some unforseen accidental release), and don't want them to bother anyone and are truly mortified if they do. Those are the ones that we want to give a second chance to. A neighbor that we are CERTAIN doesn't care and lets their animals bother everybody is the one that we would consider the SSS method for. In my neighborhood, I know which ones are which. I would know who got 1 'courtesy' call and who's animals I would SSS.

I'd be more than happy to come over and help put up your fence if asked. Haven't had any neighbors yet I'd be "friends" with. Yet. Doesn't mean we can't be neighborly though. But I DO expect you to respect my property, just as I do yours. And my German Shepherd has to be reminded where her borders occasionally. She's rarely unattended outside.
I was fenced in til the jerk next to me sold (?!?!) the fence between us. Yes, it was hers to sell. But she could have asked me if I wanted to buy it. Now, the guy that bought that place thinks I stole it. (?!?!?!?!)

Maybe, maybe not.
That post wasn't directed at one post in particular. There were several with same theme.

Miltonchix: I'll come help with your fence if you'll come help with mine! Ours went through a tornado last week! We have it proped up - looks kinda bad, but is still functional. You should see the pasture where the cows are. Huge broken trees everywhere. It took out a bunch of power lines too - splintered the poles like match sticks. I'm lucky at home....

Sorry about your fence. Some people are just jerks. You have four choices: 1) do nothing and let the neighbor put up and pay for a fence or not... 2) put it up and pay for it yourself so it becomes yours 3) ask the neighbor if they'll split the cost and labor with you or 4) see if they'll pay for it and you do the labor (or vice versa). You know what they say; 'good fences make good neighbors'....

Believe it or not, this is the perfect opportunity! Put the gun away and go talk to him - he won't expect it right now. You have the upper hand. Tell him that y'all need to talk about the fence. Tell him that you know that he didn't expect the fence to be gone (and that you didn't either) so until y'a'll figure something out, he needs to keep his dogs restrained and out of your yard because you protect your property with deadly force. IMPORTANT PART: Offer to help and ask what he thinks would be the solution. (You don't have to take his advice, just ask for it) Don't appologize, just let him know that you are not the problem and you are willing to be part of the solution. Even if he is the biggest jerk in the world, he'll know where you stand and you will have communicated your position to him. Stay positive. The situation is in your favor. Let us know....
 
I think you'll find that there is a law against dogs running at large off the owner's property, even if it's not a leash law, per se. My teeny little rural county even has that ordinance, for all the good it does. Doesn't say the dog must be leashed, but it does say it must be under the control of its owner. And it also says I can shoot a dog who is harassing livestock or poultry. There is no mention of chickens or poultry anywhere in the ordinances except in that regard.

Here are some of the ones in my county and I bet most rural areas have such ordinances, even if there is no specific leash law:

1-3. Duties of animal owners and citizens.
(a) It shall be the duty of every owner or custodian of an animal
within the county to exercise reasonable care and take all necessary
steps and precautions to protect other people and property from
injuries and damage which might result from the animal's behavior,
regardless of whether such behavior is motivated by mischievousness,
playfulness or ferocity. Every animal shall be restrained or controlled
so as to prevent it from chasing vehicles or chasing, menacing, or
attacking persons or other animals.
(b) It shall be the duty of all animal owners to prevent their animals
from constituting a nuisance.
(c) If the owner of an animal is a minor, the parent or guardian of
such minor shall be responsible to ensure compliance with all
provisions of this chapter.

Sec. 1-13. Destruction of property.
No animal shall destroy or damage private or public property.

(e) Cruelty to animals prohibited; defense allowed. No person shall
perform a cruel act on any animal nor shall any person harm, maim, or
kill any animal except for the animal control department as provided
under section 1-17 or attempt to do so, except that a person may:
(1) Defend his person or property, or the person or property of
another, from injury or damage being caused by an animal; or
(2) Kill any animal causing injury or damage to any livestock or
poultry.
The method used for killing the animals shall be designed to be as
humane as is possible under the circumstances. A person who
humanely kills an animal under the circumstances described herein
shall incur no liability for such death
