I'd be willing to bet that's what it is.. Maybe he's been contacted by the media that seems to be taking interest? Maybe the sheriff called him and said "Son, you'd better do something quick because this lady's driving me nuts." A million things could be forcing him right now..
If it were me, I'd try my level best to get back ahold of him and PUSH HIM EVEN HARDER. Call him back and tell him that you called the sheriff to report that you were now basically being extorted, and that the sheriff is looking into it. Tell him that you don't care how the horse makes its way back to you, but that if the horse isn't back in your paddock by such-and-such of a time, he'll be on his way to jail..or something.
If you can get him stressed enough, he might steal it back himself and give it back to you!!!
I do think he's stressed right now...offering to buy you a new horse because his uncle has upped the price seems extremely desperate to me.
He offered to buy her another horse because then it would make their original horse contract null..i bet. Bet his lawyer told him to try that tactic on her so then when it goes to court they can say that she accepted another horse..etc...

He changed his phone number so she can't call. A registered letter stating that she thought the last offer was extortion and legal action is imminent might be in order. Possibly the uncle isn't playing nice, the horse is dead or permanently injured, or they sold it to somebody else and it's long gone.

cmjust, I had the exact same thought. I have a 100% feeling that he is just trying to get a settlement so I'll drop the criminal charges. Oh heck no.
jody, I'm so afraid that you are right. If that is the case and something has happened to Max, I am going to be generous and ask for the $5,000 that he wanted ME to pay rather than the $7,000 he's asking. Since, asking for the $7,000 would make this back into a civil matter...even though criminal charges are being filed.....
