If it goes public, you want to be the first to the media! Because if HE gets there first, he can paint you as someone who "abandoned" or "neglected" this "poor horse" that he so "angelically rescued from death". Which we all know is a bunch of BS, but people usually take the first impression of a story and won't read the follow up.

I agree that it's time to get the media involved. Embarrass all those who've not had the "you know whats" to help you get your horse back. I'd call each agency and person who has refused to help you and let them know that is what you are going to do. Maybe they'd rather get the horse for you than have their name put out there in front of the world.
