Stumped here need suggestions on 8x14 coop floorplan.

Thought brooders was supposed to be kinda tallish like this:
Can't put roosts and poop catcher over that with just a 7' ceiling..

I could just put this type brooder over nesting boxes.. would raise the brooder up enough to reach everything better and enclose a space above it for the hanging of the heater. That way the adult birds won't be able to mess with the bulb and burn the coop down

You absolutely can. My previous setup had a brooder under poop boards (brooder 32 in tall x 7ft wide x 2ft deep) roosts on poop boards 10in tall, leaving over 4ft of space to the ceiling

There are safer heating options than heat lamps for brooders, such as brooder plates and heat panels like the Sweeter Heater. But if you want to use a heat lamp I would agree that placing it somewhere else is probably better. It looks like you have enough room for a brooder where I placed the feeding station in the layout. You could move the feeding station to the opposite side of the door.
 
As others have suggested, PUT THE BROODER UNDER THE ROOSTS... I'm going to have a heat lamp in the brooder, and if I allow 24 inches of space between lamp and chicks, add in a 1ft chain to hang it from, thats three feet. That only leaves 4ft to ceiling. Say I make a poop catcher and put the roosts 1ft above that, that leaves 3ft to ceiling. Them birds be ducking their heads on the roost, which would be 6ft off the floor. Would this be good?
Others mentioned it, but I'd can the heat lamp entirely and look into a mama heating pad instead, then something like a 2' high brooder is perfectly fine as the heating pad will only take up... 6-8"?

Do these cover enough area for 15 chicks or would I have to have more than 1 for this? Also.. will this work all the way up until they feather out? I can get a heat lamp for $12 and keep in mind this started out as a $0 free build from scrap. Got to keep money to a minimum is whole idea :)

Most plates go overhead, not under, as the instincts of the chicks will tell them to get under their heat source. As far as size you'd need to look at the measurements and suggested numbers for the unit you're considering - 15 chicks is probably pushing it for many units.

My original mama heating pad cost me something like $3, for a roll of Glad Press n Seal. Everything else was recycled from stuff already around the house - old heating pad, scrap wire, wire frame, zip ties, cardboard. (Don't copy the way I set it up like a U shape, I only raise 3-4 chicks at a time).

If you do end up getting a heat lamp at the very least plan on NOT getting the red bulb sold at a farm supply store (they're typically 250W which is ridiculously hot) and upgrading to a red reptile bulb or ceramic radiant bulb instead.
