Emu eggs can start rocking as early as day 32 from what I have read.

I wouldn't move them to a hatcher until you can hear them making noise. That means they have internally pipped. They start rocking the egg like 5-15 or so days before hatch.

We are incubating and hatching them in an NR360 with a riser. I will keep that in mind if we do this again with a larger incubator.
