Swollen eye NO bubbles

My GC has one eye that is swollen with clear watery fuild running out of it. There are no bubbles, wheezing, gurgling, sneezing etc ( been down that road already) so I don't think it's respiratory. I don't see any obvious signs of injury. What's the best thing to use to treat her?

My rooster had a mycoplasma infection with swelling and mucus, but never any bubbles or foaming in the eye as I've seen with others. Cipro eye drops are clearing it up finally. I'm also using terramycin eye ointment, which helps the itching.
