No need for corn starch to stop bleeding. The bleeding, if any, will come from the feather shaft, not from the skin. Try not to nick the feather shaft when making the tiny cut into the cyst. If you do happen to nick the feather shaft, simply yank out that feather. The small amount of skin bleeding, if any, can be controlled with direct pressure.
 
I have only seen feather cysts online, but that is probably what it is. It may contain a mixture of sebum (oil,) skin, and feather material inside if you remove it. Here is a video of a vet removing 2 of them:

I don't know why 2 out of my 5 chickens have already had similar issues. You helped on my post about Dove. I think they might be sisters or at least were sold as the same "Americana" from the same pullet cage.

I plan to cut right next to that big broken off feather shaft in the last photos. It will be done in a couple of hours. She is eating with the flock right now.

I am getting prepared and hate this diagram. It looks as if there is an artery right there...😭

Arteries would be deep. This should be able to be lanced on the surface, and using fingers to squeeze or manipulate out the material. I think that you will do fine. Pressure for several minutes will usually help the blood to clot. Most feed stores have disposable scalpel sets if you ask for them.
 
I cut it in the middle and started removing the outer scabbing and am afraid to try to squeeze this harder. I am glad that the exacto set I just opened had a light built in. I irrigated it the best I could and wiped with Chlorhexidine solution before rinsing it. looks smaller than it is in the photo and it is pretty anchored. Does it look like it will just squeeze out?
