Tailless Tolbunt Polish?

We bought this little tolbunt polish from a friend as a grow out. It’s sister is a proper polish but this one appears to be rumpless. No tail bud, no tail feathers, just a few feathers angled down over its bum like an araucana or guinea, otherwise perfectly healthy. I’ve never seen something like this in a polish before, and after much googling, there doesn’t appear to be any info out there on the net relating to tailless polish.
Has anyone ever seen this before? Is it a thing with tolbunts? Bad breeding? Too inbred? Or just a developmental abnormality?
And thoughts on whether it’s a cockerel or pullet would be great. I’m inclined to think it’s a boy. About 10 weeks old.
 
I have two rumpless leghorns.
They are both tailess from injuries when young.
One got caught in the door closing and the other got his tail feathers pulled out when in the cockerel/rooster pen and they never grew back.
Point is it could be from different issues from having the gene for it to abnormal development to injury etc. and if you don't know then you probably won't ever know.
I would say it is not a tolbunt or polish specific issue for sure though.

Yeah this chick never had a tail at all. His/Her butt is just like an araucana, not even a nub.
