The City, Are They Ever Going To Be Satisfied?

I suggest that you ask the powers-that-be how many they want you to keep. At that point you ask them to show you the statute that permits them to make that determination. Sounds to me as if they're just making it up as they go along.

they may not have a set number in the ordinance, but they CAN use sanitation ordinances to get them to get rid of more of the birds. As long as there is too many birds for the resident to maintain sanitary (read odor, feces, food waste free) conditions, there are too many. Another indicator I use is how stressed is the land? Is there any grass? For hoof stock, any bark on the trees? etc. Numbers are not as important as the ability to maintain a clean environment.
