Hahahah, no it makes perfect sense. Kipp is having a hard time dealing with his own issues. He recognizes that Fred is unhappy but isn't trying to fix it. He's acting like he doesn't care, or doesn't notice, because he can't process his own feelings. Kipp would probably have a meltdown if he had to take on any more responsibility, including his friends emotional well being.

But from Fred's point of view, Kipp's just being a jerk for no reason.
