No there are lots more. sorry i forgot why i had looked that file up in the first place and didn't realize that i had overlooked the fact that the species listed on there are ones that families have been stated in the MBTA or documented in the U.S. but are still excluded and aren't protected. I'll edit my last post to make it clear as to what the pdf. is about. other wise all the "exotic species" or non-natives are protected. Sorry i probably just made it more confusing.
 
The best way to figure out if there not protected or not is to go to the U.S. fish and wildlife page and look under birds protected by MBTA and depending on what type of computer you have control or command F or whatever way you have to search the individual page for a species that you want. Be careful though when searching, sometimes you have to try common names and scientific. Again sorry for the confusion earlier, confused myself there for a while too.

all the species I listed a few pages back require the Fed permit, if they arent list there, you dont have to have it. In short, if it is native to North America you have to have the permit for it. it's ruffly 45 species on the list, give or take a few odd balls

yep, if you're ever bored and have time to look threw some 830 or so species, here's the link to the MBTA species list of all protected bird species in North America. It doesnt take long, really, they are listed by species groups, duck, merganser, pintail, widgeon, terns, swans, goose, egret, etc
Just look for the alphabetical species name you are looking for, and it will have all the species of that group listed right there for you. In our case we are just looking for the swans, geese, and various duck speices, so doesnt take long to run threw them.

In the case of the tree duck (listed as whistlers), there are just the 3 I mentioned, black belly, fulvous, and cuban (east indies)
