Some cameras will make a gif like that when you take a bunch of still pics real close together. I have one of my goose that I'll try to find.

I don't think this one is a camera trick, though - the seagull moves in reference to the surface it is on, and the bird's head moves in a way that is completely independent of what the feet are doing. I don't think it could be a series of stills of a bird that was just walking normally and the photos arranged to look funny.
