if she is from a regular cochin and silkie breeding then she is... the only way to call her a smooth is if she had any frizzled cochin x silkie in her background

It doesn't matter if her parents had frizzled siblings, she is not frizzled so she does not have a frizzled gene to pass on to her offspring.
If you have a nice frizle or sizzle rooster (or frilkie), that's who I would breed her to

how did she produce a buff chick? I don't have a buff rooster, or white ( so no hidden genes under any white silkies). all I have are a (birchen?) and blue and black silkies.

That's a partridge chick, not a buff. So your "birchen" is probably a very dark partridge.
