Didn't you hear me? It's got to be a localized infestation. If they ventured through the ocean to the main continent, they would be crushed by the pressure. And the weather isn't almost constant. Radar indicates that it's pretty calm just across the ocean. There's probably stuff to mine here, too.
We don't know how far the zombies could have spread, or how they became zombies, and the whole planet is pretty stormy. My scanners don't lie about weather.
