Those are both pullets. The coloring is very typical of EE pullets and everything else about them is quite feminine, including feather and body shape.

Don't panic if you see 3 rows of peas on a comb. It doesn't always mean a rooster. I have 1/4 EEs with a 3 row comb. You need to look at many factors. Yours look like pullets to me. Keep us updated!
