I like the part (in Rep. Scott Baker's reply to Elissa707) about protections to encourage small farms. It reinforces the likelihood that this bill will not affect seed saving and backyard gardens, nor will it hinder roadside farm stands, farmers markets or small producers who serve other small businesses such as restaurants and caterers.
Our representatives are not about cultivating Big Business monopolies. They're here to represent interests in their own states, including those of small businesses -- whose collective tax payments contribute plenty to state coffers.
