Too funny. I grew up being taught that it wasn't a word. Still not going to use it, though. It sounds redundant.

Kids aren't given grades. Grades are earned. If the kid earned a failing grade, it is a disservice to the child, the parents, the teacher, the schools and the world to pass/promote that child for any reason.

Failure is an option. If you don't want to fail, fix the problem.
