Things you wish you could say

Colorado prohibits collecting rainwater.
OR does too to an extent. Collecting water that hits your roof is okay, but not from the rest of your property. I looked up the laws because I want to collect rainwater in cisterns for my greenhouse and atrium.

But why?
 

I think the basic idea is: if it falls on your land, it is allowed to soak into your dirt. But you are not allowed to collect it and save it for later, because what would naturally run off your land already "belongs" to someone else (wherever the water would run to.)

Many of the western states have laws about water that sound really odd to anyone who lives in areas with higher rainfall.
 
The first time I heard someone say they were not allowed to collect rainwater on their own property, I thought they were joking. Nope, it isn't a joke.

The rain needs to soak into the ground to replenish the ground water. The ground water is drawn up into wells. If the ground water dries up, so do the wells. Then the sinkholes come.
Not having lived in the Western States I can only conjecture, but it seems suspect that collecting rainwater would make enough of an impact to dry up the groundwater

If everyone is doing it, then it can have that much of an impact. You saw the water restrictions I posted, right? I wish I could say that the restrictions are due to greed, but I've seen the reservoir levels. I've seen our wetlands parks that are cracked, dry earth instead of wetlands. This is one of the reasons I'm leaving CA.
