Cara, its good to have another recommendation on Blackmouth Curs. The one we did have a LONG time ago was a BMC cross but he was a great dog.

IF this is the same guy that has been our prowler all of these years then he is escalating things.
And NO, I do not know why he hasnt been arrested before now, but everyone seems to be more pro-active about it now (including myself). Again, IF it is the same guy, there have been rumors all along of him targeting women and kids.(peeking tom sort of thing.) Shiver. That must not be "working" for him anymore. AGAIN, if it is the same person and I believe it is. Or maybe I dont want to believe there are two pychos,lol.

Oh and I made a call to the police this morning about what my daughter said about this probably being the guy who approached her before. It cant hurt for them to have all the information we can provide.
 
I don't think a fence would matter at this point. He would just show his brazeness by cutting thru wire or breaking thru the gate, The game cam is the best idea, the people who have posted on forum have gotten some great photos and their cameras are infared so take really good night shots. I would not advertise that you have a camera on him = it will anger him and at the least he will look for and bust it. I've had alot of experience with abusive/ and/or mentally ill people (both sexes). Quickly learned if I seemed to show no reaction it takes the fun out of it for them and makes them wonder what you are up too. This is very hard to when you are seething inside or ready to panic. Actually if he is mentally ill and on meds, some cause a "Blunt " affect where they don't really feel emotions and things just don't sink into their skulls. Which could explain why he doesn't leave when you tell him to and why he keeps coming back.

So many mental institutions have been closed down to budget cuts, they are usually warehoused into nursing homes . Mental patients are not a good match for those in frail condition, for one thing they are totally mobile and for another nursing homes do not monitor their meds and symptoms or provide therapy, so their illness escalates. I've read often that up to 90% of homeless people are mentally ill. Most are no threat to anyone but, they slip thru the cracks and do not have the reources/opportunities to turn their situation around. It's possible the perb may have been released from a mental or criminal facility and his relatives got stuck with him.
 
Keep a bucket of water inside by the door. If He shows again, soak him and give another firm warning to stay away. If he is touched in the head it is an unpleasant but not harmful thing to do to him. If he is caseing the place the person behind you holding the shotgun will deter him. Do not ever confront him alone.

I don't recall if you answered this question already, but do you have a motion sensor light? They are available everywhere (home depot, walmart, kmart) and are cheap and easy to put up. Aim it high so it registers as far away from your front door as possible. Maybe getting 'spotlighted' every time he steps on the property will keep him away a bit.
