The only 'free' daycare program where I lived was for the migrant workers. Sure, they had programs to help with the cost of childcare, but it was cheaper for me to find my own sitter for what I'd have had to pay to drive my kid 30 miles out of my way to get the assistance. This daycare was in a brand-new building, so I know it wasn't run-down.

Florida actually started a FREE voluntary preK programm for all children. Its only three hours a day though. MY daughter was in there the year it started back in 08.
 
There was an apartment complex in the town where I lived, brand-new apartments. They had an on-site free daycare for residents. The migrant workers got their rent subsidized, but anyone else had to pay full price. Of course full price was between $600 and $900 a month. Several of my son's dad's family lived there (migrant workers) and none of them paid over $300 a month for their apartments WITH their free childcare. No way could I afford one of those apartments with what I'd made (and no subsidy).
 
When I moved from FL my son was only 3, I needed someplace to take him as a baby and there just wasn't anything for younger kids and babies. Nothing free or low-cost anyway...unless you were a migrant worker.

well, since this forum is about race, I will say that there are more than a few Caucasian migrant workers. Not nearly as many as there are Hispanic, but I think that has more to do with the fact that it's not a career choice a lot of people want to make.
