The only 'free' daycare program where I lived was for the migrant workers. Sure, they had programs to help with the cost of childcare, but it was cheaper for me to find my own sitter for what I'd have had to pay to drive my kid 30 miles out of my way to get the assistance. This daycare was in a brand-new building, so I know it wasn't run-down.
Florida actually started a FREE voluntary preK programm for all children. Its only three hours a day though. MY daughter was in there the year it started back in 08.
