The back and the tail feathers really say "hen" to me, but that coloring on the neck is so blue its almost purple looking, at least on my monitor. Violette????
The picture is too small on my computer for me to be able to say it has no barring... and my eyes aren't whay they used to be

For me it's a female!
She had laid, she had brooded and she takes care of her chicks ... everything is normal except that color!
All these functions are governed by hormones .... female hormones.
Those who are looking for new colors? must find that peahen ... it may be a new line for another type of peacock!

At first it made me think of the female guppies whose color changes after hormone therapy.

We need a good private investigator to find out where this peahen lives !

There are .... anyway ... pictures that generate a lots of questions! ( not my bird - Thomas Bresson's pic!)

I think this just may be a photo shopped photo, i took the photo into my photo shop and use the smart brush, i picked the color from the dark color on the wing and colored that area and this is what i got. That spot caught my attention because it did not look right in the photo , looked more like someone accidental used a burn tool or color replacement in that area.

Here is one with just the wing area
