Those who need help in sexing peafowl

Are we talking the feathers around the whole neck or part of the neck? Because I can see that Thor has blue feathers on the back of the neck.

Yep the feathers around the whole neck of a India blue peacock will be blue. As they get to the chest they will be more of a dark green color. For peahens as the feathers get more to the chest, they get lined with that crème color and their chest is all just crème colored feathers. In fact, in a young peacock his chest will be more of a white color with random dark feathers mixed in because he is starting to get dark feathers there like he is supposed to. Young peacocks always have a weird green/blue neck color. Many people do mistake them as peahens.
 
I know that the color is different but what I don't understand is what the shape is. Only thing I realized was how the feathers are together on the female while on the male the feathers split.

You are on the right track. If you go back and click on the feather photos for a larger view that might help if you haven't already.
The male feathers are more like fur in a way. The female feathers are more like scales and they don't fray nearly as much.

My first IB's hatch of the year, may 28th Patch and Nelly

Far left patch,middle nelly and the last one with no name hatched out 7/18

This fella is also from the 7/18 hatch.

This one i am not sure what it's hatch date was.

pied peacock this years hatch.

Also wanted to add that these specked feathers on IB hen will remain, but males will molt off to dark blue or black then dark blue along with some flight feathers unless it is white in this area.
