That's a girl. How sure are you of the age? I agree, she looks 16 weeks at minimum.
 
I've kept track of the weeks since I got any of my chickens and she is definitely 13 weeks (I got her and her siblings as day-olds from a hatchery).

i say more of a cockerel. do you have any pics of this one at a younger age? in about 4 more weeks you should be able to tell for sure by the saddles and hackles. the 2 tone red on the wings is also the other reason i am leaning towards a cockerel. so any of the others have that 2 toned coloring (lighter red with darker red patches on the wings)?

I don't think I have any pictures of her when she was younger, but she has always had strikingly different toned feathers on her whole body, compared to the others, who have little, if any. I'm just really puzzled at why she is suddenly growing such a large red comb and wattles this early, even if she is a pullet. She is also the friendliest and is not as hesitant to come near me as the others.
 
Sure looks like a hen but if you're positive on the age I'm going to have to say little roo.
 
I have 2 reds that are in the same boat as yours. One sprouted an identical comb and wattle around 14/15 weeks. They are now 17 weeks, no change in either comb, one is large and the other still has barely anything there. No crowing, no roo feathers coming in. I am hoping it is signs of her laying her first egg. Hope we end up with early layers!

I would actually like a rooster in my flock (maybe he'd keep a better eye on predators than I do!). Another Cherry Egger I have looks all rooster to me; thick legs, very shiny hackle feathers, very pointed feathers on her back (no rooster saddle feathers...yet), perked, pointed-feathered tail, very upright stance and broad chest... except her comb is still tiny and shriveled up. I am very confused!
