to cull or let be? **photos added**

If you don't have a way to isolate her, then yeah, maybe cull. But don't jump to that first thing -
Isolate, mash up vitamin B complex in yogurt, mush boiled egg - if you have an electrolyte supplement for her water, or you can just use something like a splash of gatorade (provides "sugar water" as well, for a little energy). I would clean her up - maybe if you have a big unused dishpan or the like run some warm water and let her soak, check her for being eggbound and for lice/mites while you have her there (probably will be very still once you get her settled, she may even fall asleep so watch her head). If it is hot weather make sure she has a shady, breezy place to go, or even set up a fan outside or keep her in a hospital cage inside.

the only things i have to treat her with are
esb-3
few vitamins and acv for in the water
 
She looks bright enough; bright clear eyes, good color, alert. Do you know if she is an old bird?

The black marks on her comb look like old peck marks that are healing. Does she get bullied by the others? Or do you have a cockerel that has taken too much interest in her?

I'd clean up the poop on her butt, check for worms - maybe just deworm her anyways - you could trim the butt feathers to make cleaning easier.
Get her on a high protein diet (eggs are good) and keep her away from everyone else for a while and she how she goes. She doesn't look to have a very full crop - it's good to have a full crop.

She doesn't look like a chicken with 'cull me please' in her head. She looks a bit miffed at something.
 
she looks bright enough but she just wont move unless pushed. the previous owner said she was a young bird (bought to relieve the pressure on the brahma hens from the roo by adding another girl to the flock, even though shes half the size) but i beg to differ. she screams 'old hen' at me and ive seen no eggs

no idea on the bullying, she never hangs with the others but i dont watch them 24/7. not even my roo's go near her....
will bring her into the garden and try the acv/high protein etc

I would deworm her give her a bath and hit her with permetherin (sp) Get her on layer feed and see how she does. I definatly would not be so quick to cull her.
 
I have a RIR as well,She used to do that but now she perfectly fine...just give her some time.Don't cull it.
 
now that I see photos-her eyes say wait. Her eyes look perky not sickly ( IMO) give her a good cleaning bathing-dust for mites and give her plenty of protein and electrolytes
