Training Jersey Heifer's Horns?

Having been gored in the back by a steer with horns as a kid I have no clue why anyone would want to keep horns on a cow. They can cause lots of damage to people and other animals even while playing. I have seen them puncture each other, and cause big gashes.

Most horns will grow forward and curve as they grow with little encouragement. I would be careful drilling holes through them as there's a living core in them which will bleed profusely. She's too young yet for any manipulation anyways. I would wait another year or two and see how they grow before doing stuff that will be uncomfortable to her.
I understand, You would not want to have a cow with horns that was dangerous. But, I have been training this heifer since she was small. I taught her to respect me. Whenever she tried to push me, or rub on me, she got slapped on the nose, or, if she persisted, I would stand on her neck for a while.
Cows aren't going to be ale to feel anything in their horns, unless you are drilling the live part, which we will be very careful as to not get close to that. I think that horns are definitely more dangerous if they stick out. Which is why I specifically want them to grow inwards, so they are not so dangerous. Her horns are already having a curve in them, so I just want to be careful, and not have them grow a way I can't fix!
Cows naturally have horns, and sometimes I think people don't understand how they actually benefit in the cows health! Their horns are a extra supply for calcium, which they will always need, especially dairy cows, since they're always drawing that for milk production.
 
I use to raise registered horn Herefords but I trained their horns to grow down with weights. If I read your post correctly, that's not an option for you! There's bound to be someone here that knows how to train them the way you want them to grow.

Well, I don't think Herefords horns grow the same as Jerseys, but I think I may have it figured out. An old friend used to do it all the time, and he brought us a small weight, which we are going to use wire to attach to her horns, and the weight will hang in the middle. Supposed to pull them down and in, at the same time.
