Trying to remove bumblefoot from rooster. No kernel or anything—what do I do?

Does it need to be a vet who specializes in poultry or fowl? I live in Land O' Lakes Tampa Bay, and I don't know of any in the area
I'd start calling around for any vet that will see poultry. Some vets have no experience and won't see them, but a number of them, while not specialists, did learn basic poultry medicine in school and will see them. At least that's how it is in my area. You might even be able to find a vet that raises chickens themselves and will know what's what.

A couple of other thoughts...

It's a bit unusual that your guy has bumblefoot on the same spot on the same toe on each foot. I'd clean up anywhere he roosts and check to make sure the wood isn't rough or splintering.

Also, have you tried a drawing salve like sugardine?
