TSC Bantam Breed?

Number 3 is feathering out completely different from the other two Cochins. They have smooth feathers and this one has feathers sticking straight out and almost curled in some spots.

Here's a picture, sorry it was hard to get a good one because he/she likes to FLY!

Still looks like a smooth red Cochin. It might be a hen and the other two roosters which accounts for the different feathering

That makes sense! The other two are feathering a lighter buff color so maybe their feathers just aren't standing out so much

Roosters don't feather out any differently, so I wouldn't worry about that yet unless you notice early comb/wattle development or pinkness.
One of my Cochins began feathering "differently," to the point where its wings were sticking straight out, but that corrected itself within a couple months.
