UK Law change - all bird keepers must register their birds with DEFRA

I have gone on to register several times this week, but the system has crashed and is still crashed (I.e deliberately down). Here’s why:

Seems there’s not much point registering when their register is now full of rubber and frozen chickens! 😂 (Not that we can anyway as they’ve closed the system online)

I've also been confused by this but on the gov website it states it's against the law not to register. See below:

You must register if you keep poultry or other captive birds in England or Wales. This includes any birds you keep as pets.

If you became a keeper of poultry or other captive birds before 1 October 2024, you must register immediately if you have not done so already.

If you become a keeper of poultry or other captive birds after 1 October 2024, you must register within 30 days of becoming a keeper.

You’re breaking the law if you do not register.
 
Has anyone asked the question ... "what law". It's fine for them to say we're 'breaking the law' 'something is unlawful', but we never ask them to clarify what law. I googles "what law am I breaking?" and couldn't get an answer.
It is an amendment and extension of the existing poultry registration scheme, which used to apply only if there were 50+ birds on the property, and now applies to any number. So the answer to your question is the existing law.
