As of today, Monday 10th March 2025, the government page https://aphascience.blog.gov.uk/avian-influenza/ still states that registering less than 50 is voluntary.

My reply remains the same: Keyword: voluntary. That is all you need to know. I highly doubt the gov't would forget to update any page regarding a change in regulation < that would actually be against the law.
