Interesting.....I just showed that pic to my kids. They all immediately thought her face looks like our Black Tailed White Japanese. The small, sharp comb, the tight little wattles, the beak, just the general shape of her face. Jap Bantam/EE cross maybe??????

She is so pretty... But can't help with the breed mix. I do think luvmychicknkids might have something there though. When my Jap(yellow legs) bred my dutch(slate legs) it gave the chick green legs so could be a mix between a green or slate legged and an orange or yellow legged bird.

As for the egg colour thing, yes, the blue shell gene is dominant over white. So if you breed a blue egger to a white egger, you will get babies with one white gene and one blue gene and they will all lay blue eggs. When you breed them to each other, 25% of the babies will have two blue genes, 50% will have one of each, and 25% will not get the blue egg gene at all. I hope this helps.
