US Senator Telling Brig. Gen. To call her Senator not Ma'am?

Yes, but again manners is using someone's perferred form of address, if she had said "please call me Babs, queen of all evil", then by all means he can. She gave her perferred title, he needs to use it. Out here Ma'am means something different than it does in the east/south.

What is so sad is that the elected official from CA had the right to dress down the General because of thousands of soldiers just like him that have laid (and are presently laying) their live's on the line so that she has the "right" to show her "authority" and "prestige". Had this been in certain other countries there's a very good chance that she would have disappeared by now. I salute the general and view the elected official with a bit of disdain.

Ok so if the senitor in question had been a male, would you still be so irritated? It seems for many people here her gender is part of the issue.
 
If the senator had been male, the General would have called him Sir.

The General treated The Senator with respect, The Senator responded by being snotty.

Respectfully sir, no I've not been in the military, however with the military's long tradation of gender biases, I too would be peeved to get a gender baised label used instead of a title which I had earned on the basis of something other than having ovaries. Weither or not he meant an insult, I don't think he did, however, he still broke the rules of manners (granted not a huge slight). I still think for many complaining it's her gender more than the words used.
 
I disagree with Boxer on everything, but in this case she does belong to one of the most exclusive clubs in the world, and her title is Senator. She should have been more gracious though. Her Bay Area superiority did show through.
