Yep, that's a hatchery difference on the BLRWs. The hatcheries will sometimes just cross a silver and a gold Wyandotte to come out with a kind of BLRW, but even the ones who are breeding from semi-established lines are not going for anything close to the desired standard. They want quantity, not quality, and it tends to show rather stongly in the BLRWs. The picture you have there has a nice shade of blue on the head, but the rest of the chick barely even looks like a splash. You never know with BLRWs until they are actually mostly grown, but i think it's a fair bet you'll see a big difference between that one and the others.
Of course, even with breeder quality you can come out with some less desirable ones. I've got one roo I had to separate out because he has a retarded comb--it can't seem to decide what shape it wants to be. Besides, he's just freaking ugly all around. Looks like he tried to be blue laced, then changed his mind halfway through and went for black. Yeesh. Not pretty. And one of my splash hens appears to have forgotten some of her lacing. They aren't for the breeding pen, I'm afraid.
