I would say the dept of ag for WV has their numbers slightly askew! Most folks and I do mean, MOST, have never even heard of NAIS in WV! Its probably more of a slanted report to get farmers to comply more easily.....SEE, folks, the others are compliant, why not you?
I DO live in WV and my family lives on the other side of the state....trust me, there have been no editorials in the papers, no discussion in the farmer's bulletin, nothing. Commercial growers are already compliant to government standards around here...this may be where they get their numbers. The small farmers and growers have not even been approached! When you ask them what they think of it, they get this dumbfounded look on their faces and say, "What is that?"
The one poster was correct in saying that WV folks would be the first to get sideways to the law....heck, they still make moonshine here! And are proud of it and share it at parties!

bTW we did moonshine in Florida too. Thank god for our science lab teacher in germany showing us how to build a distillery. we distilled wine in the 9th grade.

I am just imaging a remake of the dukes of hazard in WV. Instead of moonshine they are running chickens across the Ky/WV border
 
Around my area some people don't know what NAIS is, small farmers and would against it.......90 million chickens are processed a year in the eastern panhandle of WV and lots of large commerical poultry farms, same goes for the Shenandoah Valley of Va...
