I actually don't know on your regulations though. I'd suggest a couple hens are okay, but it depends how far in the city you are. If you're out to, say, the "West Side" or Fairmount area - You're fine!
If you're looking to get chickens, the Co-Op in Sequim has some brown layer chicks for sale on March 27th, and we've got some chicks available the 10th of April I believe. Ours, however, will be pale blue, white, brown, pink, and green egg layers. And come summer we'll have just about everything you can want or imagine.
