The name of your rooster reminds me of something my sister would do, she loves Moose! I live in Nor Cal too! I would love to have sweet nonagressive rooster but my family said that a rooster is not going to happen because of crowing. :/ We have a neighbor that does drums all the time and that is more annoying than a rooster! Oh well. :)
 
This looks to me like a "light" Wellie hen. I have one, too. Breeders don't like this coloration. For "regular" chickeners like myself it doesn't matter. My avatar shows my "normal" Wellie hen (the bigger one) and the one with the disfavored "light" genes (little one) as chicks. Both 100% Wellie hens, though. I'm pretty sure my light one also lays the "light" eggs with the spots, while my "normal" Wellie lays the classic terra cotta-colored eggs (haven't caught them in the act of laying yet!).

I was so concerned about my "light" Wellie possibly not being a Wellie that I started a thread about it a few months ago. Turns out it's just this genetic variation.
 
Thanks everyone for all the info - especially the coloring. She is a different color than my other wellies, which is why I thought, hoped, she might be a roo. Well, I'll watch for eggs!

I'm located in upstate NY, not close enough to pick up a very nice rooster... Rats again!
