My two Welsummers. 13 weeks. Trying to understand gender identification. Am I looking at the difference between a roo and hens tail or not?

No, not at all. Those are both pullets.
Welsummer males and females have totally different patterns. Those are the female pattern.

Yep, the males have black chests which you would have seen from when they first grew feathers, so yours are definitely female
