What’s Wrong With this Newborn Chick??? Help Please!

I incubated 4 chicken eggs. One of the eggs that I candled didn’t look like like the other ones. They were all laid the same day and today is the 20th day. Three healthy chickens hatched. However, something may be wrong with the other one. (He IS alive and breathing) He pipped the egg enough for his beak to come out. The egg wasn’t moving a lot and he was only chirping a little bit. I decided to open the egg just a little bit to help him. The inner membrane was sticking to him a little bit. He didn’t really do anything so I thought he was
tired or weak. I opened it up some more with a little bit of room for him to fully get out. He is still just laying there with his eyes closed. I did see him open his eyes a bit but they are usually closed. Should I just open the whole egg up? I don’t know why he is having trouble. Here is a picture:

He looks ready, I would just get him out. If he bleeds stop.
He might just not make it. Be prepared for him to quit.
Fingers crossed for the best though.
 
Don't take it all the way out. It's either not ready, its resting or it isn't going to make it.
