What age are Marans full grown

I have a beautiful Maran Roo, and he crows... I am investing in a no crow collar and want to make sure I get the right size. I measured his neck and currently its at 4" but when i was looking at purchasing the collar the sizing says marans are 10". Should i buy the L now and wait for him to grow into it? or buy one slightly smaller so it can start working? Please let me know if you have any ideas. Also is my chicken a black copper maran? He was gifted to me and I am trying my best to find out what he is.
