Gelding is definitely a must to make a safe child's riding pony. The standard timing is before the foal is a year old.

Please also have the foal handled and trained by a professional. You want your grandson to have a good and safe experience and you want the pony to be the kind that would be welcome in anyone's barn.
 
Get him gelded asap an when he is THREE get someone professional to back and school him. Not before unless you want to ruin his joints If you are not experienced with horses / ponies it will be easy to get wrong and even if he is gelded you may end up with a nightmare under saddle if it has not been done properly. Horses/ ponies need proper training. You can't leave it to luck. They are BIG creatures. You need to get it right if you want a nice pony to ride. Even a tiny Shetland can drag a big man about if they want to - they are SO strong!
 
A colt, whether horse or pony or burro, usually drops his testicles by 8 months of age. A few will go longer but most are well descended long before then. It is much more expensive to geld if the testicles are not descended, because the vet has to go up into the body cavity and look for them, so watch/check the pony often until you find both testicles are down below the ring of muscle and fully into the scrotum. You will clearly see 2 of them.
