chickens can't taste spicy.   If you have rodents eating your feed, adding cayenne pepper to the food is a recommended way to discourage them.
Green potato peelings have chlorophyll from being exposed to light. However, light exposure can also cause them to form solanine. Potatoes are a member of the nightshade family.
