Yes. They stay down like that naturally.
I actually did not even know you could fold them up or whatever the heck that's called...until this second!

To me they are headers, section titles, or section designation.

Technically (at least with the software we use) they are referred to as "forums".

The structure of the forum is basically:

NODES:
-Forums
-Pages

I often just call them "sub-forums" since I (personally) refer to the entire section as the "BYC Forum".

... but sections is often also used... and maybe even more popular?
