Don't get mad at this, but
................ I am in a rural area too, and one thing we learned was to NEVER feed someone else's animals. They won't leave and they keep coming back. I know that it may sound cruel, but you created the problem by feeding them. It is sad that they are in poor shape, but taking them is wrong too. I don't think that is a good idea, it is also against the law. If you can't work it out with the guy, then you have 2 choices, call animal control or drop the issue and stop feeding them. They have been trained to come to you.
I know that my opinion is not going to be popular, however, I feel I needed to share it. I feel strongly about not feeding other peoples animals. We have 20 acres, so the neighbors are not too far away. In the past we have had many dogs. I don't believe in having dogs cooped up in a run, on leash, on cable run, shocked by a radio fence, and certainly not stuck in an apartment. We have always trained the dogs to stay home. We made it clear to all of our neighbors to NEVER feed our dogs and we will do the same for them. Its amazing, word spread and now all of the people around us adopted the same policy, there are hardly ever stray dogs. When people feed stray dogs, its over, the dog will ALWAYS come back to get fed.
