What to do?!?! Rooster tried to fight my rooster!!

It looks bad, but I've seen worse. Just keep it clean and use some triple antibiotic and he should be okay. I would reinforce my pen so that they can't reach each other. If you make your neighbor do something about it, he may be the kind of ignorant knuckle-dragger that will just kill the bird or tether him.
 
From what I see both roosters are guilty in this fracas. I really really doubt that your neighbors roo walked up to the pen, stuck his hand through the wire, grabbed your roo by his throat, yanked his head through the wire and began hitting him about the head and shoulders.

I am not saying who started it or who is at fault but if you wish to protect your male poultry, (and that is what you said you wanted to do) house all roosters in a pen with at least a 3 foot wide sheet of solid roofing tin on all sides of the pen from the ground up so that no rooster can see and fight through the wire with your neighbor's or any of your other roosters. I just hope that your rooster didn't aspirate any of the bath water and gets pneumonia from it.

It looks way better than it did two days ago!! I have been keeping it wiped off and cleaned up. As far as the neighbors go, they dont care to be honest. Their chickens get out all the time and roam all over. It is a game rooster. He keeps coming over, so I think he is going to "take care of him"..I was so worried about my boy though.
 
The only reason that I said that the other rooster instigated it was because my rooster is aggressive. My other neighbors have roosters and they come up there all the time and they never fight. This same rooster also has tried to fight other roosters around, and I have talked to my neighbors about it and they said that there is nothing that they can do about it to keep him in the fence. So he keeps causing trouble not only for me but also for my other neighbor.

He didn't get any water. I didn't spray his face. I wiped his face off with a warm cloth. I only sprayed his chest lightly making sure that he didn't ingest any water.
 
Its just the picture. That is actually the eye that didn't get hurt. It's the other one. But the saline solution seems to help out a lot. Helps it not get crusty and stuck. But he was using it today and not only looking out of one eye :)
