What to put in the nesting boxes?

Right now I have wood shavings but the wood shavings keep falling out so I was wondering about alternative things to put in the boxes. I know a lot of people put hay and for those who do would you recommend it?

I go back and forth between hay, and shavings. I also will make a ring with the hay and put shavings in the center so the hay holds the form and the shavings cushion the eggs. Straight hay didn't work well for me, and straight shavings need to be topped off a lot or changed. A lot can depend on the lip on the nest box, the higher it is the more the shavings stay in.

Ok thank you! The hay/shavings ring is a good idea I will try that!

Update: We tried the hay ring with the nesting boxes and we got good results, They loved them!
