What's that on his head feathers

Hello everyone, my rooster has something white on his head feathers, he allows two if my hens to pick it off, or they might be eating whatever it is. Dies anyone know what it migjt be? It almost looks like it might be paint but i have no idea where he would have gotten paint from I am going to send pictures of his head feathers.it looks like my hens picked most of it off. Can anyone tell me what it is.

I will try again and post the pictures. He was allowing my hens to pick it off if that helps any.

Looks like the protein sheath that is left on the shaft sometimes after a molt. It shouldn't be an issue for the hens to pick it off.

Looks like he's molting, I think what you are seeing is the feather sheath, as @Cyprus has stated.
