When can baby chicks...

in the northeast it is 55 and sunny. Can 5 week old chicks go out for a bit during the day with those conditions? One is ohio buckeye and one is rhode island red.
 
I free range my baby chicks with a mother (or foster mother) hen. For me the question of when to let them go outside is one of $$$. I feed the chicks (and the mothers) on starter feed for a few weeks. When I let them outside with the adult flock my adult flock eats the starter feed. Therefore, I keep them inside until about 3 - 4 weeks when I start feeding them cracked corn as a treat with the adult flock.
