When to help chicken out of the egg?

Don't help hatching chicks out of the egg. If they aren't strong enough to get out of the shell, they won't grow up to be strong and healthy.
Gonna have to call BS on that one.

My most frequent layer and the layer of my biggest eggs is one that I had to help hatch.

I had to remove shell all the way around because it pipped on the wrong end.

Ok, I rotate the egg to the place it was earlier.

My original goal was to start chipping at the shell later tonight as it would have been well over 24 hours. However, having time to do some more reading I recognize there is some difference in opinion on this issue.

Some instructions state to start chipping like I stated at 24 hours (after it starts making noise) and try more to encourage the chick then to finish it. Others say wait 48 hours.

Others say to moisturize the egg with hot water utilizing a medicine dropper. I've also read to utilize a wet towel.

This is my first time incubating eggs without help. What do ya'll recommend?

Edit: The chicken does appear to be breathing

Update:
I gave it a warm wet paper towel and let it sit for ~2 hours. Due to not noticing much change and @chickens really's advice, I chipped some more off.
Chirping a ton!

I still have 3 other eggs awaiting to hatch. At least one did shake yesterday. No noticeable change.
