Technically if they were on OPs property, OP could call animal control to pick them up... and if they're not chipped / no collars, the neighbor would have to call around to find their dog (because AC wouldnt have anyone to call). But if neighbor does find them (since AC is the first place youd probably call), then theyd lock the dogs up again.That's an idea. However, if OP was underrage, how much money would they need to buy them? And then take care of all of the puppies. Also, if OP tried to give them to a shelter, shelter's sometimes charge fees.

Right, and that’s expensive.I meant the feed bill (and medical) that OP would be taking on having 12 puppies, even if you didn't factor in having to purchase the dogs.
